Specific Accountabilities:

Develop, lead and implement the Strategic Planning process to align the operations of the ICT Services area with the fulfillment of the College’s wider goals and mission
Develop, enhance and deliver a portfolio of ICT services to support all College stakeholders including staff, faculty, students, visitors and partners.
Lead the management of the department’s resources in an efficient and effective manner. This includes but is not limited to budget, organizational structure, task allocation, staff management and professional development.
Develop and maintain effective external collaborative partnerships and activities to further the aims and profile of the College both locally and internationally.
Develop and lead effective ICT Governance structures to ensure the operations of the department are open, collaborative and transparent and meet the ongoing needs of stakeholders.
Provide services and infrastructure to support corporate functions as well as effective teaching, learning and research practices.
Provide coaching, mentoring and guidance to staff within the department to provide developmental opportunities for individuals and to ensure the highest levels of service are provided to the college community.
Develop and manage external resources, including external vendors and ICT service contracts, to compliment internal resources.
Liaise with the Procurement and Contracts Management Department to ensure that ICT systems and services acquired are cost effective and fit for purpose including outsourcing and other alternative service strategies. Leading in the identification, evaluation and deployment of new and emerging technologies to support the corporate and teaching and learning functions of the College.
Manage the development and delivery of information and communication technology resources for ECAE including hardware, software and service based requirements. Facilitating the development of an integrated ICT and information infrastructure for the College.
Provide advice and guidance on the collection of institutional and corporate data for the purposes of compliancy, reporting and decision making as well as ensuring the Information Technology practices and services are in compliance with audit or other regulatory requirements.
Work with academic leadership to identify and lead the effective utilization of ICT in teaching and learning practice, including the professional development of staff in the defective use of these instructional technologies.

Formal Education Required:

Master’s or Bachelor Degree in Information Technology, Computer Science, Information Management or related field from an accredited College or University.

Years & Field of Experience required:

Essential

A minimum of 15 years of experience in IT field, 5 years of which in a leading and managing role of a medium sized ICT department in an academic environment.
Experience of working with a wide range of applications used within an academic environment, (e.g. Exchange Server, Virtualization technologies, Oracle, Student Information Systems, LMS and SharePoint); as well as Systems and Networking architectures and related services and protocols.
Proficiency in written and spoken English language.

Desirable

Experience in managing cross cultural teams.
Experience of ICT related frameworks such as CobiT and ITIL.
Experience in leading Educational Technology and/or E-learning programs and staff as well as IT support for academic research.
Knowledge of the IT industry and regulatory bodies within the UAE.
